The Matra BCD project "Building Capacity for a Decentralised Government in Romania" is taking place under the co-ordination of the Romanian Ministry of Administration and Interior and is funded by the MATRA Programme of the Dutch Government.The main goal of the project is to consolidate the operational capacity of the Central Unit for Public Administration Reform under the Ministry for Administration and Interior, and of the Groups for Modernising Public Administration that acts at the level of ministries and counties. These bodies are to support the local authorities during the process of decentralising three public services: social housing, water supply and social assistance (employment services).
Within the project there were organized three teams consisting of representatives of concerned ministries and local authorities involved in the areas of the project. Each team was coordinated by Dutch experts for elaborating a draft strategy for decentralising one of the three selected public services.
