Housing Sector Study for the European Investment Bank

IHS Romania joined Ecorys Hungary in Budapest for a 2 day workshop on housing sector on May 18-19, 2005, within a contract with the European Investment Bank (EIB).

A consortium of experts lead by Ecorys Hungary has been selected to provide a study that would help to streamline European Investment Bank’s business strategy for the housing/urban renewal sector with the aim to increase the value adding activity of the Bank in the New Member States and Accession Countries of Central-East and South-East Europe.

The primary goal of the Housing Sector Study is to identify areas of activity for the European Investment Bank in the (social) housing and urban renewal sector where the bank’s participation is most needed and would add value to the emerging process of locally initiated policy innovations and project pipelines.

IHS Romania was invited to act as the national expert for Romania, with the mandate for:

Identifying and summarising the key data sources relating to Romania with respect to the form and tenure, and the role and geographical distribution of social housing.
Reporting on the current policy arrangements in Romania for the planning, funding, maintenance and renewal of the existing housing stock.
Examining the current operation of housing agencies and developers for social housing stock renewal and restructuring.
Examining the situation of the housing finance market, in particular the existence of public or private mortgage banks and the potential intermediaries between the EIB and small (including individual) promoters.
Establishing the scope for financing housing projects as they may, or may not, fall within the EIB financing parameters.

The resulting report should effectively provide the client with:

A realistic overview of the problems and gaps in the housing sector especially as for the social housing.
Identify the ways in which EIB could approach the identified opportunities and constraints, and make recommendations on appropriate entry mechanisms and interventions.
