Project description:	Technical expertise to support the State Chancellery in carrying out an independent, nation-wide evaluation of the implementation of the NDS in the period of 2012-2015, identify the next strategic areas of activity and design further interventions to advance the decentralization reform
Description of IHS Romania SRL activities:	Develop and submit a draft evaluation report according to the agreed format which assesses the current status of the NDS implementation, the achievment of results, objectives (carry out a desk review of the strategic, operational and regulatory documents related to decentralization reform and the existing M&E system; analyse the collected data/information). Provide recommendations for the next strategic directions and areas, institutional and functional set-up: organize specific focus groups in chosen priority areas, provide recommendations for developing the necessary policy documents for the decentralization reform for the period 2016-2019, develop a draft action plan of activities for the next phase reform. Present the preliminary and final findings and recommendations during internal and public meetings, incorporate the collected inputs and feedback into the drafted documents
